I agree generally. The local government appreciate the necessity for careful scrutiny of all expenditure, and we may reasonably hope that the results of the year's working will be better than the estimates, which are themselves by no means alarming. I think

the Governor has been wise not to be stampeded into a policy of rashly retrenching officers who might have to be replaced at no istant date; Malaya, for instance, weht a good deal too far in that direction. By careful examination of every vacancy which occurs naturally he will be able to achieve real,

rather than artificial, economies.
